SimCity 4 is a city-building and urban planning computer game released in 2003, suceeded by the Rush Hour expansion pack and the eventual Deluxe Edition. The name SimCity carries a heavy amount of nostalgia for a lot computer gamers and for many, SC4 was and still is the best city builder out there. Over the years, fans of the game have created a wealth of content for the game that has improved and expanded the title in numerous ways. This content can be found on several exchange sites, the main three being those in the 'Resources' sidebar directly to your left. Searching through this content can be extremely overwhelming so this page is to serve as a list of awesome and essential mods for the game that should prove as a great resource for newbies, returning players, and veterans who might have missed a mod or two. easily the best and most used mod for sc4 players. It includes transportation related fixes such as better pathfinding accuracy and performance. It also includes many improvements and additions to the existing network tools. Roundabouts, turning lanes, intersections, new overpasses, a ground lightrail network, and much more.
The most recent releases of NAM have also included other transport mods such as the NWM (Network Widening Mod), High Speed Rail, and more. build bus and subway stops directly on streets. Gameplay Mods, Fixes, Cheats. the CAM allows you to use CAMeLots, which completely redefine the growth stages of the buildings. If you're tired of the same old buildings popping up in your city, this is the mod to use. The CAM itself alterns the stage growth of in-game buildings for better development and the lots spice up the game by adding a ton of new buildings.
With this mod, you can create an entirely different look and feel for your city. a bug in the game stops some IH lots in the game from creating jobs even though they create demand. This fixes it. fixes a capacity issue with the opera house reward. makes crime a lot eassier to manage especially since megalots (airport, country club, etc) are notorious crime havens due to a a bug in the game that won't allow station coverage to reach inside them. increases the coverage of your in game services. All the schools, police stations, fire departments along with the clinic and hospital will have increased coverage. This is great for when you're not planning to use higher density zoning in your city and don't want so many services all over your map.
increases the capacity of tool booths and allows you to tweak tool booth fees. nifty little cheat allows you to freeze your money.
exactly what it sounds like. easily get rid of garbage. make extra money for your city with a new lottery ordinance. a green ordinance for your cities. as nice as they are to look at, the in-game landmarks don't provide any jobs for your sim citizens.
This mod fixes that. a tad tricky to set up but worth the effort, this takes all your mods and plugins and organizes them under the newswire. certain custom content can be buggy and can not be demolished, rendering it 'immortal.'
This little plug-in allows you to get rid of these buggy lots. lots of custom content here for your coastlines. Seaports, marinas, and boardwalks. create communities in the mountains with unique buildings, trails, lumberyards, cabins, and much more. the in-game farm system was technically never finished. This mod changes how farms look and play and makes them a viable part of any city.
amusements park mod with lots of coasters and rides. highly recommended for creating beautiful sprawling parks.

query this lot to find out how many parks your cities has and how well funded they are. an add-on for the Parks set featuring walls and cemeteries. Additionally, you can use these cemeteries instead of the in-game cemetery if you think they take up too much space.

Peagsus on - the amount of content created by Peagasus is ridiculous. He's responsible for all the PEG Collections over on simpeg. Paeng on and - lots of beautification for your cities.
Be sure to check out his parking lots and the previously mentioned Paeng's Parks. ILL Tonkso on - a fellow redditor, he has created a ton of awe-inspiring content. Definitely check out the street office buildings and the modern ferry. Equinox on - lots of beautiful content, especially the skyscrapers, they are a must-have for any metropolis. Andreas on - a nice mix of modern and classic buildings and some cool rail and tram stations.
deadwoods on - a variety of content. Some really nice parks and plazas and and the very popular dedwd highway walls. Heblem on - small collection of awesome commercial lots and some terrain mods.
jestarr on - a good amount of nice buildings, mostly industrial.
It's been about 7 months since i compiled my list of which proved to be so helpful that it managed to sneak its way into the sidebar of this awesome subreddit. In the past 7 months, this place sure has grown. By about 2000 mayors. No doubt this is due to the new simcity being announced. As a result, we have a lot of noobs and returning players. So as a result, i've decided to recompile and update the list.
Unfortunately, reddit has a character limit on these posts so i've decided to host the list through an external site. If you're new to the modding community, i highly suggest checking out my list, it's a great starting point. If you already know what you're doing, check it out anyway and let me know what you think.
I'm open to suggestions, if you think i may have missed something, let me know and i will add it to the list. I want this to be a sort of community effort so like i said, i'm open to suggestions.

If there's a mod you use that isn't on the list, let me know. If there's a favorite modder that has lots of cool content that i didn't list, let me know and i'll add them to the list. The benefit of hosting this list on a separate page is that i can always update it and add more stuff so i really would like to be constantly updating and expanding the list. I'm also thinking about doing a top 10 or 20 buildings/lots/bats list or something along those lines, but i haven't figured out just yet how i'm going to do it. I'm also wondering if i should break down the list into separate pages for each category of mods or if it should all be one page. Your feedback would be greatly appreciated.
Some modders to have their buildings packaged together. Just search simtropolis for 'packs' or 'collection' or something like that. I know for a fact that if you check out simgoober on simtropolis, he has several packs such as industry packs, store and restaurant packs and more. I'm pretty sure there are quite a few modders out there that have some of their content packed together. Just check out the list of the best modders on the page, i find it's the easiest way to download new buildings.
A modder will pretty much always use the same dependencies so once you get them for a few buildings, you'll be all set to download the rest of their content. First, did you check the guide? Are you actually trying to run the files? Most of the mods are just plugins and not actual exe files.
Simply copy them to your plugins folder in your documents/simcity4 folder. Edit: sidenote for newbies to mods. If you plan on downloading a whole bunch of custom content, i would recommend keeping your your plugins folder neat and organized. At the moment i only have about 1.3 gigs of plugs but it used to be well over 2gb before i deleted a bunch of stuff i didn't really care for.
